Evaluating the quality of education implies having a set of determinants to define that quality. The national model allows the description and assessment of each dimension to be analyzed. so that it is objective, clear, and consistent with the reality of the career. It is opportune to recall that there is a premise that we must not forget: It is only from a perspective of permanent reflection that quality education can be achieved, in response to the student and socio-occupational needs of the environment. Additionally, carrying out this systematic evaluation of educational quality from the perspective of the direct beneficiary of the academic function of the university: the student, will ensure the continuous improvement of Higher Education. There is a need to rethink higher education from the demands of current society. It is experiencing rapid changes of great magnitude because of globalization, the insertion of new technologies, and the incorporation of new paradigms of communication and information. This social context imposes on these educational institutions the imperative of readjusting themselves to meet these demands. The present article is a descriptive review work, through a bibliographic search in academic Google, about the mechanisms involved at the national and international level of quality management in higher education. Studio design is non-experimental and descriptive. The objectives of this research study were to describe the current quality of higher education in Paraguay, know what quality is from the perspective of higher education, identify political education in the context of quality education, and recognize the stages of the Institutional Evaluation Process. A literature review of 20 articles was therefore carried out. Also, some aspects related to the COVID-19 pandemic were evaluated, where quality assurance should be the philosopher’s stone.
