Perceptions of persons deprived of liberty regarding access to higher education in a Paraguayan penitentiary

Abstract

This research aimed to describe the perceptions of persons deprived of liberty regarding access to higher education at the Unidad Penitenciaria Industrial Esperanza (UPIE) in Paraguay. The study employed a mixed-methods approach with a descriptive scope. In the quantitative phase, a structured questionnaire was administered to 33 individuals enrolled in university programs, while in the qualitative phase, semi-structured interviews were conducted with 12 participants in order to explore in depth their experiences and perceptions of university education in a context of confinement. Quantitative results showed predominantly favorable appraisals regarding the relevance of academic content and teaching preparedness, as well as more heterogeneous responses in relation to available resources and institutional coordination. In the qualitative phase, participants associated the university experience with positive changes in their self-perception, motivation, and expectations for life after release, and pointed out difficulties mainly linked to the availability of technological and material resources and study environment conditions. The findings describe the perceptions of a specific group of university students deprived of liberty and do not allow for the establishment of causal effects on social reintegration, employment, or recidivism. It is concluded that, in the context studied, higher education is valued by participants as a significant opportunity for training and future projections, although institutional aspects that could be strengthened were identified.
